Exercise programs that are limited to cardio will reduce fat, but without adding smooth muscle tissue, the appearance of the skin will remain unchanged. Dieting alone is ineffective because muscle is lost along with fat, which results in lowering the metabolism, or the fat burning potential. Therefore to see the most change, one needs to focus on burning calories, creating lean muscle tissue, and eating healthily.
